中石化声明：尚未接到搬迁通知

　　凯茵化工讯 由中国社科院、中国科学院、中国工程院主办的中国城市百人论坛2017年会于6月6日在北京举行，京津冀协同发展委员会组长、中国工程院名誉主席徐匡迪在会上介绍了雄安新区规划建设的一些思路。他在会上透露，燕山石化将整体搬迁至河北曹妃甸。

　　徐匡迪在演讲中指出，燕山石化搬迁的原因之一是为雄安新区腾出水资源。“由于燕山石化使用的是太行山的水，搬迁后节省的水将满足雄安1000平方公里拓展区域用水需求。”

　　徐匡迪称，目前新区规划仍在深入研究，正在探讨的重大问题就包括水资源。“希望新区成立时不要和北京一样缺水，甚至要考虑是否将河水引入新区。太行山几个水库均是二类水质，水利部已经同意把太行山的水直接引到雄安新区。”

　　燕山石化隶属于中石化集团，位于北京市西南方向房山区，距北京市中心50千米。公司目前原油加工能力为1000万吨/年，乙烯生产能力超过80万吨/年，是京津冀地区规模较大的炼化企业之一。受制于燕山石化所在地环境容量限制，燕山石化搬迁至曹妃甸的动议已经持续了数年，并于2015年获得国家发改委批准。

　　曹妃甸是国家规划的七大石化产业基地之一，也是国家明确的京津冀协同发展战略规划功能区，功能定位为石化基地。徐匡迪指出，燕山石化搬迁到曹妃甸后，因为可以直接利用海运原油，生产成本可以降低15%。

　　中石化6月8日发布声明，称目前尚未接到国家相关部门和地方政府要求燕山石化搬迁的通知，并称燕山石化长期致力于节水减排，努力打造成城市型绿色炼厂，目前京Ⅵ汽油供应量约占北京消费总量的75%，近10年工业取新鲜水量下降了60%以上，2016年吨油耗新鲜水仅为0.4杜邦钛白粉 R-1046吨。

Xu Kuangdi said that at present the new district planning is still in-depth study, major issues being explored include water resources. "I hope the new zone will not be as dry as Beijing when it is established and even consider whether to introduce the river into the new zone. Several reservoirs in the Taihang Mountains are of a second type. The Ministry of Water Resources has agreed to direct the water in the Taihang Mountains to the Xiong'an New District.

Yanshan Petrochemical Company, affiliated to Sinopec Group, is located in Fangshan District, southwest of Beijing, 50km away from the center of Beijing. The company currently has a crude oil processing capacity of 10 million tons / year and an ethylene production capacity of over 800,000 tons / year. It is one of the larger refining and chemical companies in the Beijing-Tianjin-Hebei region. Subject to the restrictions on the environmental capacity of Yanshan Petrochemical, Yanshan Petrochemical's move to Caofeidian has been going on for several years and was approved by the National Development and Reform Commission in 2015.

Caofeidian is one of the seven major petrochemical industrial bases planned by the state. It is also a state-specific functional area for the coordinated development of Beijing-Tianjin-Hebei strategic planning and functions as a petrochemical base. Xu Kuangdi pointed out that after Yanshan Petrochemical relocated to Caofeidian, production costs could be reduced by 15% because of the direct use of marine crude oil. Sinopec announced on June 8 that it has not yet received notice from Yanshan Petrochemical that it has requested the relocation of Yanshan Petrochemical Co., Ltd. by relevant state departments and local governments and said Yanshan Petrochemical has long been committed to saving water and reducing emissions and striving to become a city-type green At present, the supply of Beijing Ⅵ gasoline accounts for about 75% of Beijing's total consumption. In the recent 10 years, the amount of fresh water taken by industry dropped by more than 60%. In 2016, the consumption of fresh water per tonne was only 0.46 tons.
